Municipal Engineering

Municipal Engineering goes far beyond the simple application of engineering knowledge to solve problems and improve public services. It involves a full understanding of the codes regulations and standards which must be met; a commitment to the interest of the public good, and balance of the improvement costs with the benefit received by the public.

As part of City Engineering Services, responsible for review and coordination of the 140 plus-unit residential development, which includes development of a regional storm water detention facility. Also included coordination with the City Development Services Director, infrastructure document review and comment, infrastructure plan review and comment, environmental impact report review and comment, and coordination of City master plan reviews related to the project.

Development review services from pre-planning approval stages through Tentative Map and 1st phase Improvement Plans and Final Maps. Valley Glen consists of 210 acres, 676 SF lots, multiple family sites, park and commercial site; first phase consists of 135± acres, 334 SF lots and included major back bone infrastructure for water, sewer and storm facilities.

Since 1999, Ponticello Enterprises has provided full-service on-call engineering services to the City of Winters, reporting to the City Manager. Nick Ponticello is designated as the City Engineer, and Alan Mitchell is the Project Manager. PE performs general administrative duties, development services planning support and design review, capital project programming and management, infrastructure master planning, management of federal and state funded projects, preparation of plans, specifications and estimates, construction management and inspection.

Project Manager to develop a 5-year CIP for all City projects, which includes coordination with other departments to identify and scope projects, prioritization of individual projects, cost estimating, and working with Finance to balance expenditures against anticipated revenues.

Under the provision of a state and federal grant Ponticello Enterprises designed improved street crossings at intersections near local schools to provide safety travel for school children.
